IPCC(Intergovernmental Panel on Climate Chage)는 1988년 11월 유엔 산하 세계기상기구(WMO)와 유엔환경계획(UNEP)이 공동으로 설립한 정부간 기후 변화 협의체이다. IPCC는 1988년 11월에 결정된 실무그룹을 각각 ① 기상 변동에 관한 과학적 지식과 견해의 평가, ② 기상 변동이 환경과 사회 경제에 끼치는 영향 평가, ③ 대응 방침의 책정 등 세 분야로 나누어 1992년 리우 환경 정상회담에서 채택한 유엔기후변화협약(UNFCCC, 온실가스 배출에 따른 지구온난화를 줄이기 위한 국제 협약)과 1997년 발효된 교토의정서(UNFCCC의 수정안, 온실가스 감축 의무에 따른 규제)의 이행과 관련 문제들을 특별 보고서로 작성한다. 이 보고서는 인간 활동에서 비롯된 공해 물질이 기후 변화에 어떤 영향을 끼치는지를 과학적, 기술적, 사회경제학적으로 분석한 결과를 제공한다. 지난 해 3월 20일 발표된 6차 종합보고서는 세 개의 실무그룹이 각각 작성한 보고서에 ‘1.5도 지구온난화’, ‘기후 변화와 토지’, ‘변화하는 기후에서 해양과 빙권’ 보고서를 추가했다. IPCC에서 작성한 보고서는 각 국가별 정책 입안자가 참고하여 정책에 반영하는 지표가 된다.
The Intergovernmental Panel on Climate Change (IPCC) is a collaborative intergovernmental body on climate change established in November 1988 by the United Nations' World Meteorological Organization (WMO) and the United Nations Environment Program (UNEP). In November 1988, the IPCC delineated its working groups to focus on: ① assessing scientific knowledge and opinions regarding weather fluctuations, ② evaluating the environmental and socio-economic impacts of these fluctuations, and ③ formulating response policies. The IPCC played a key role in organizing the 1992 Rio Environment Conference. The implementation of the United Nations Framework Convention on Climate Change (UNFCCC), an international agreement aimed at mitigating global warming caused by greenhouse gases, was adopted at the summit. Additionally, the Kyoto Protocol, an amendment to the UNFCCC with regulations mandating greenhouse gas reduction, came into effect in 1997. The IPCC also produces special reports addressing various climate-related issues. This report presents the outcomes of a scientific, technological, and socio-economic analysis of how pollutants resulting from human activities influence climate change. The 6th comprehensive report, released on March 20 last year, comprises contributions from three working groups, namely '1.5 degrees global warming,' 'climate change and land,' and 'ocean and cryosphere in a changing climate.' Policymakers in each country utilize and incorporate the IPCC's reports as crucial indicators in shaping and implementing their policies.
